Mobilising Climate Finance for Resilient Growth in Madhya Pradesh
WRI India, in collaboration with the Environmental Planning & Coordination Organisation (EPCO), Government of Madhya Pradesh, and Climate Policy Initiative (CPI), is hosting an event on “Mobilising Climate Finance for Resilient Growth in Madhya Pradesh” on December 10, 2025, in Bhopal.
The event will bring together representatives from state departments, financial institutions, private sector leaders and development partners to build a shared understanding of climate finance opportunities and develop pathways for mobilizing investment in the state of Madhya Pradesh.
Madhya Pradesh’s predominantly agrarian economy, where agriculture and allied sectors contribute nearly 46% of Gross State Value Added (current prices, FY 2023-24), faces growing climate risks including erratic rainfall, drought, and land degradation. Meanwhile, declining secondary sector output (manufacturing, construction, utilities), increasing pressure on natural resources, and rising vulnerabilities across districts highlight the need for strategic, climate-aligned growth. The State Action Plan on Climate Change identifies access to climate finance as a guiding principle to strengthen resilience and unlock new economic opportunities across agriculture, forestry, water, energy and industry.
In this context, the event aims to identify scalable financing solutions that align with Madhya Pradesh’s development priorities while addressing climate risks in key sectors. By fostering dialogue among government, industry and financial actors, the event will support the development of a State Climate Finance Strategy and mechanisms to enhance access to domestic and international funding.
Discussions at the event will dive into:
Understanding climate finance and preparing state budget/projects for alignment with India’s climate finance taxonomy.
Mobilizing public–private partnerships to scale climate adaptation and mitigation investments.
Identifying policy and regulatory enhancements needed to improve climate finance accessibility at the sub-national level and build investor confidence.
Strengthening project pipeline development, including approaches to make projects more bankable and leverage available finance.
Exploring innovative financing mechanisms such as blended finance, green bonds, and climate-linked credit to support low-carbon and climate-resilient pathways.
