Harpreet is the Head of the Economic Development Program at WRI India, based in the Delhi office. He leads strategic work on urban economic planning and development policy, focusing on sustainable urban infrastructure, inclusive development strategies, climate mainstreaming, capacity development, and urban governance reforms.

With over 20 years of experience in urban economic planning and development policy, Harpreet has held senior positions in the private consulting sector, where he delivered assignments in economic evaluation and financial appraisals for large-scale infrastructure projects. His work spans real estate feasibility studies, land value capture and amortization strategies, development impact analyses, and financial structuring under public–private partnership (PPP) frameworks.

Harpreet has extensive experience managing and leading complex socio-economic development programs, integrating economic planning with climate action and resilience. He has collaborated with international financial institutions and bilateral programs to help cities access finance, develop fiscal and policy reforms, and strengthen institutional capacities for sustainable urban development.
